<yandex:full-text>Rory MacLean: Just after elections you have instituted an independent journalistic award. Tell about this award and the mechanism of its work. Who will be awarded for independent mass media?&amp;nbsp;  &amp;nbsp;
Dmitry Soin: I believe that change of a president does not always mean change of a totalitarian system. The one challenge of Transnistria I have criticized all these last years consists in making an attempt to keep the illusion of a monolithic society, when a state follows a principle: one leader, one society, one opinion and that is all. This model presupposes that a leader is impeccable and holy and a society trusts him absolutely. And we must encourage, with the help of such an award too, civil society and journalists to stop being afraid of criticizing authorities in all levels: from the president to a deputy, from the chairman of the government to the local authorities. Officials must understand that this is profitable for them, because the most economically powerful countries are based on publicity and the opportunity of a mutual control of a society and authorities. Imposing the idea that a total unity of a society and authorities is an ideal state model was the biggest problem of Transnistria. As far as I casted doubt on this principle, began saying that the force of Transnistria will be conditioned by variety of opinions, competition of political forces and ideas, problems with authorities happened to me.&amp;nbsp; By providing this variety only we will start advancing. Otherwise stagnation emerges. While fighting us authorities and local secrete service made everything possible, including DOS-attack on &amp;lsquo;Lenta PMR&amp;rsquo; (www.tiras.ru) &amp;ndash; news agency which publishes our materials. They also instituted proceedings against the newspaper &amp;lsquo;Russky PRORIV!&amp;rsquo; (&amp;lsquo;Russian breakthrough&amp;rsquo;) by the request of Antufeev, ex-minister of the State Security Department.&amp;nbsp; Moreover, they tried to close the press where this newspaper was printed. They even turned off the light there. And the Ministry of Justice filed an action to close down our Party. This was a real political persecution. You see what measures our authorities took last year for dissent views and the wish for changes only. We published almost secretly our newspaper. In fact, we led the underground struggle: we printed our newspaper&amp;rsquo;s issues at night, took them out of the press in secret and distributed them under the surveillance by the officers of the Ministry of State Security. You are surprised now; however, we faced such things which are paradoxical in the modern world. Today our objective is not to allow new leaders to turn into retiring ones.  &amp;nbsp;
Rory MacLean: Do you believe that the election of the new president of Transnistria can mean the change of eras?  &amp;nbsp;
Dmitry Soin: I believe that the retirement of the ex-president and his team gives such an opportunity. Will authorities and people take profit from it &amp;ndash; this is a big question. That is why I decided to institute a journalistic award &amp;lsquo;People&amp;rsquo;s control&amp;rsquo;. I want to launch an independent press-club and there are also many plans directed on reanimating an informational field of Transnistria. Without this all reforms including economic ones will be senseless and unprofitable.&amp;nbsp;&amp;nbsp;  &amp;nbsp;
Rory MacLean: The journalistic award will be given to one who will criticize the president? &amp;nbsp;
Dmitry Soin: Not only. There are some more nominations. They are: the best critical article on the president, the best critical article on the chairman of the speaker of the parliament, on deputies, officials of all levels and on the abuse in the budgetary field.</yandex:full-text>

<yandex:full-text>Rory MacLean: I&amp;rsquo;m very interested in symbols. And why Che Guevara? Why did you choose Che Guevara as your symbol? What does he mean for you?
&amp;nbsp;
Dmitry Soin: Many foreign guests inquire about it, because they often associate Che Guevara with the youth movement with a left political orientation. Founding our organization we needed political personalities well known not only in Transnistria but also abroad which attract young people. And Che Guevara seemed to me the most optimal figure combining significant politician, romantic and revolutionary. By the way, I was even reproached for having chosen not a local hero, but Che Guevara. And I said our movement will spread far outside the country and it is necessary that our symbol be recognizable. &amp;nbsp;
&amp;nbsp;
Rory MacLean: I have been here for only 4-5 days, but we see almost everywhere Lenin. And of course in the days of the Soviet Union the symbol, the statues of Lenin had great powerful and important historical associations, being the incarnation of his idea. Those statues are still here today. But there is no other remnant of communism within political system of Transnistria. Why is Lenin still everywhere?
&amp;nbsp;
Dmitry Soin:I think first of all this is a provincial inertia that matters. Whereas there was an international revolution in Transnistria, a nationalistic revolution broke out in Moldova. Thus two opposite revolutions were taking place simultaneously. Moldova was separating from the former Soviet space, logically, many statues of Lenin were pulled down and other symbols of the Soviet Union were destroyed there. To counterbalance it, Transnistria has chosen a political line which adds up to words &amp;lsquo;We don&amp;rsquo;t fight statues&amp;rsquo;. That is why statues are still here. As for me, I hold socialistic world-view though I have been being always against communist policies. This aroused hostility between ex-president of Moldova Voronin and me, and even now I can&amp;rsquo;t enter Moldova. Many monuments being still on their places, the Communist Party is present almost nowhere in our country excepting one deputy in the Supreme Council. I hope for the time to come when all those statues will be placed in a museum of the Socialist era. Really, they become more and more antiquated and the moment will come soon when they will resemble to ancient Scythian monuments whose meaning puzzles everyone.

Rory MacLean: And what statues will replace relics placed in a museum of the Soviet era?
&amp;nbsp;
Dmitry Soin: They should be replaced by the statues of those people who did something useful for our society.
&amp;nbsp;
Rory MacLean: You mean concrete persons but not a symbol leader?
&amp;nbsp;
Dmitry Soin: Sure. I mean people who created something, promoted the development of the society, contributed to the forward movement of the political and economic system. &amp;nbsp;

Rory MacLean: So, no more icons?

Ph.D. Donnacha O&amp;rsquo;Beachain visited the Ernesto Che Guevara High School of Political Leadership before he conversed with Dmitry Soin. Yulia Zhukova, Vice Chairwoman of the People&amp;rsquo;s Democratic &amp;lsquo;PRORIV!&amp;rsquo; Party, told the Irish researcher about the School, interests of modern day youth of Transnistria and presented a reference book containing information on the activity of the International Youth Corporation-People&amp;rsquo;s Democratic Party &amp;lsquo;PRORIV!&amp;rsquo;. At the end of the meeting a photo with activists of the IYC-PDP &amp;lsquo;PRORIV!&amp;rsquo; was made.

Then Dmitry Soin answered the guests&amp;rsquo; questions on the internal politics, economic and social situation in Transnistria. Moreover the Chairman of the PDP &amp;lsquo;PRORIV!&amp;rsquo; made emphasis on the activity and main areas of the work of Party, Youth Corporation and Ernesto Che Guevara High School of Political Leadership.
&amp;nbsp;
Dmitry Soin pointed out: &amp;lsquo;The central aim of the &amp;lsquo;PRORIV&amp;rsquo; and the School is to prepare youth for living in modern political and economic conditions. As far as the School was launched it admitted trasnsnistrian and foreign students including the youth from the EU. We taught them applied political technologies, forms and methods of creation of their own party, social and informational projects. Our graduates were highly desirable in Transnistria and abroad&amp;rsquo;.

Guests from Dublin were particularly surprised by the ancient contacts of the &amp;lsquo;PRORIV!&amp;rsquo; and the Ernesto Che Guevara High School of Political Leadership with representatives of Ireland. The fact that there is a book of the competent Irish public figure Jerry Adams describing the way of Ireland to peace and accord in the Dmitry Soin&amp;rsquo;s library was a pleasant surprise. <yandex:full-text>As &amp;lsquo;Lenta PMR&amp;rsquo; news agency reports on January 21 the meeting of the deputy of the Supreme Council of the Transnistrian Moldavian Republic, Chairman of the People&amp;rsquo;s Democratic Party &amp;lsquo;PRORIV!&amp;rsquo; Dmitry Soin and the representative of the &amp;lsquo;Memorial Fund of Winston Churchill&amp;rsquo;, writer Rory MacLean and photographer Nick Danziger was held.
&amp;nbsp;
 The &amp;lsquo;Memorial Fund of Winston Churchill&amp;rsquo; is a cultural organization which promotes mutual understanding among people. Rory MacLean and Nick Danziger were specially delegated by the Fund to visit Transnistria. The purpose of the visit was to create an illustrated book and a photo exhibition as means of reaching mutual understanding between Transnistrians and inhabitants of the former Kingdom of Great Britain.
&amp;nbsp;
During the conversation with Dmitry Soin the foreign guest inquired about the history of Transnistria, perspectives of the development of the Republic and geopolitical issues. Dmitry Soin pointed out: &amp;lsquo;The perspectives of the state development of the Region could be created by the means of democratic transformations and economic reforms only. The manner of thinking of elites and civil society should be changed. Let everything be based on a mutual control and competition and then we&amp;rsquo;ll see, surprised, life start improving. People must breathe freely. We should develop our party system, the area of independent mass media and influential non-government organizations. For that purpose, I have instituted the journalistic award &amp;lsquo;People&amp;rsquo;s control&amp;rsquo; which presupposes the contest of best critical published works concerning activity of the authorities: from the president, the prime minister and deputies to ordinary functionaries. This will be one of my contributions to the democratization of Transnistria&#039;. &amp;nbsp;&amp;nbsp;

British guests asked Dmitry Soin about his political views, passions and yoga practice. The format of the conversation was very interesting and productive.
&amp;nbsp;
The Vice Chairwoman of the PDP &amp;lsquo;PRORIV!&amp;rsquo; Yulia Zhukova also conversed with a prominent writer. She talked to him without interpreter. &amp;lsquo;It was very interesting for me to communicate with Rory MacLean and ask his questions.He was interested in different aspects: job placement of young people, migration, political activity and opinions of our activists on a country we want to live in. I express my profound gratitude to our guests for this great opportunity to tell foreign audience about Transnistrian youth. Furthermore this was a perfect practice for my English&amp;rsquo;, said Julia Zhukova.

The deputy of the Parliament, leader of the &amp;lsquo;PRORIV!&amp;rsquo; People&amp;rsquo;s Democratic Party Dmitry Soin spoke out in support of Petr Stepanoff: &amp;lsquo;First of all, having gained a persuasive victory in presidential election and enlisted support of the majority of citizens of Transnistria Evgueny Shevchuk has a political and a moral right to present the person he considers worthy as prime minister to the Parliament. Actually, Evgueny Shevchuk is enjoying people&amp;rsquo;s confidence and has a particular &amp;lsquo;carte blanche&amp;rsquo; for his activity. Secondly, we need an independent organ of executive power, which is now the government, and a prime minister experienced in economic management, who will shoulder the responsibility for economy in the current conditions of a deep crisis. I think Petr Stepanoff is courageous enough to make up his mind to manage economy of the country. I will remind of the budget which accounts for more than 70% deficit. There are serious gaps in financing social programs; there is a real threat of population ageing. In this regard being deputies we couldn&amp;rsquo;t drag the endorsement of the candidate out as the delay in forming government would hit at the Transnistrian economy. That is why deputies acted quickly with good coordination and supported unanimously the candidacy of Petr Stepanoff&amp;rsquo;.

During his speech Dmitry Soin stressed: &amp;lsquo;Today we confirm the Head of the Government.&amp;nbsp; According to the law, in a week, he must present the structure of the government, ministers, managers and a concrete socio-economic development program. We will not be able to make progress without that.&amp;nbsp; Once everything is done, we will be entitled to assess. At the same time according to the world practice president and prime minister should be allowed normal facilities to work calmly first 100 days of governance. As a result participants of the game consisted of absolutely different people of different age and professions; many of them met each other for the first time.&amp;nbsp;

Mafia &amp;ndash; is an intellectual party role-playing game with a detective story modelling a battle between an informed minority and an uninformed majority. We often face such a situation in reality while fighting against corruption, organized crime and other destructive phenomena in a social life. &amp;lsquo;We should not surf the Internet only, we&amp;rsquo;d better meet in a real life, establish useful connections and work on a personal development. Such meetings help to expand horizons, discover new passions and make new acquaintances. This is especially important for young people whose social and psychological problems are often related to the lack of a normal alive communication&amp;rsquo;, stressed Dmitry Soin.

All players admitted to plunging with enthusiasm into the game and said they would continue to participate in this project. &amp;nbsp;They expressed their will to take part in other events initiated and organized by Dmitry Soin.

<yandex:full-text>The deputy of the Supreme Council of Transnistria, chairman of the International relations and foreign policy commission, leader of the &amp;lsquo;PRORIV!&amp;rsquo; People&amp;rsquo;s Democratic Party Dmitry Soin instituted a new public journalistic prize &amp;lsquo;People&amp;rsquo;s control&amp;rsquo;.
&amp;nbsp;
The goal of the initiative is to encourage journalists and media people to criticize shortcomings of the work of all the branches of power, make known facts of corruption, arbitrary rule and heartlessness. The prize will be public and the authors of the best publications will receive diplomas and a material remuneration.&amp;nbsp;
&amp;nbsp;
A competent jury formed of representatives of the civil society will choose winners. Works containing unverified facts will not be accepted.
&amp;nbsp;
As Dmitry Soin pointed out, &amp;lsquo;The central aim of the prize consists in stimulating freethinking, spreading truth, criticizing abuse of public office for private gain and lawlessness as well as showing to all the international community that time of totalitarianism and persecution of dissenters in Transnistria became the phenomena of the past. The idea of the prize emerged in June of this year when we fought for democracy. It was the time of pressure exerted by authorities, the period of unlawful searches, offices-breaking, arrests and even beating of our activists. My initiative was born in the struggle, tested by the time and that is why it is urgent. If we start a new period in the history of our Republic, we need authority ready to criticism and dialogue with society. This is an original test on democracy. The retiring authority caused many problems in economics and politics. &amp;nbsp;The development of multi-party system, a real civil society and independent mass-media was frozen, though recognition of the TMR is impossible without these components. Nowadays the power and civil society are to deal with these issues, and critical essays will consolidate the unity of people and ruling elites&amp;rsquo;.

It was the fifth presidential election in this region since its secession from Moldova in 1990. But these elections were first to include the second round. After summing up and assessing the election process the Central Election Committee declared Evgueny Shevchuk winner. In the course of the meeting the president&amp;rsquo;s initiative for introducing addendum to the law about non-government organizations was debated. This bill stipulates that &amp;lsquo;socially-oriented non-government organizations&amp;rsquo; must be priority for the governmental help and support. The matter is that their activity is classified as &amp;lsquo;socially useful&amp;rsquo;.&amp;nbsp; But according to Dmitry Soin this law requires serious improvement because it strengthens influence of the executive or, more exactly, presidential branch of power on the non-government organizations. Moreover the bill is sure to be raw; it even does not fix an official who will be authorized to determine which organization is &amp;lsquo;socially-oriented&amp;rsquo;. It may be a part of corrupt political play. That is why Dmitry Soin offered to make a careful study of Russian and European experience in financing public sector.

He also stressed that it was necessary to work further on the transnistrian bill and to approve it in the near future.

As journalists got to know the cornerstone of Dmitry&amp;rsquo;s Soin presidential activity would be furious fight against corruption because this art of getting a financial profit from power is flourishing in all spheres of civic life and destroys society. To root out corruption requires strong measures and decisive actions. That is why Dmitry Soin considers necessary to create an anticorruption commission with wide powers. It would be authorized to interfere with private life of officials who are supposed to steal lot of sate money. Commission would also be able to find out the origin of their detached houses, luxury goods and expensive cars. So if the fault is proved, the guilty official will be whether granted amnesty which nevertheless makes him return half of stolen money whether inprisonned with total confiscation of property. Dmitry Soin deems such measures are efficient because corruption hampers development of economics, agricultural sector and business in the Republic. Powerful corrupt schemes allow officials to appropriate investments and no one wants to invest money in the country where whoose state budget is regularly stolen. That is why struggle against corruption is one of the most principal objects.

Then the candidate continued with explaining his position about the future of the state formation of Transnistria. He thinks it is important to be on friendly terms with countries situated quite near. Commenting on rumors about probable annexation to Ukraine spread by surroundings of incumbent president Igor Smirnov Dmitry Soin told Ukraine didn&amp;rsquo;t need Transnistria and official Kiev would not consider this initiative. Transnistria is surely a part of Eurasian society, and taking into consideration globalization processes it is necessary to cooperate not only with Russia, Moldova, Ukraine, but also with European Union. To be for Russia doesn&amp;rsquo;t mean to be against Europe, moreover, Russian &amp;eacute;lite tries to establish European standards in Russia &amp;ndash; variety of media, parties, competition in political, social cultural spheres, said Dmitry Soin.

Answering the question about ways of overcoming economical crisis Dmitry Soin made an emphasis on 2 points: fierce struggle against corruption and mobilization of investment. As the country has no more internal resources it needs external means and neutralization of corruption, nepotism and bribery could be the most powerful internal investment in a prosperous future of Tansnistria. Today almost every system, every institution of Transnistria is infested with corruption. The unrecognized status of the republic as well as perversion of morality, distrust of justice and humiliation of a person out of mercenary motives frighten foreign businessmen off.&amp;nbsp; Dmitriy Soin pledged to correct the actual situation when realization of any project in Transnistria is equal to enormous bribe.

Dmitry Soin said he was adept of post-industrialization. Of course Transnistria requires highly developed industry and agriculture but at the same time modern society must be based on advanced level of non-material. As the republic is situated in a very favorable climatic zone, tourism, new technologies in medicine, education could be very asked-for. Dmitry Soin cited the example of Cuba which despite its reputation of &amp;lsquo;a last stronghold of socialism&amp;rsquo; attracts rich people all around the world by its technologies in medicine. Furthermore the candidate told modern youth wants realize itself in creativity that is why new government must do its best to provide all requisite conditions for the emergence of Transnistrian stars of cinema, music etc.

Aggressors were lead by officers of State Security of Transnistria: Nikolay Struchkov, Dmitriy Kurlatov, Alexandr Dornya and others who were standing not far and calmly observing what was going on. Officers of the Ministry of Home affairs made nothing and were indifferent to the acts of violence towards young boys and girls. Fighters seemed to have been cooperating with &amp;lsquo;guardians of law&amp;rsquo; as their groups resembled assault detachments of Ernst R&amp;ouml;hm in a fascist Germany. The second of October is the birthday of Bendery and activists of &amp;lsquo;Proriv!&amp;rsquo; planned to celebrate it by a peaceful procession with the slogans &amp;lsquo;Proriv! &amp;ndash; For changes!&amp;rsquo; and &amp;lsquo;Together with Russia &amp;ndash; For changes!&amp;rsquo;. But when the column was just about to go to the city-center, it was attacked. Fighters beat activists, broke banners, flags. &amp;nbsp;They also tore party bandages, bandannas and other symbols off by force. The member of the Democratic Party &amp;lsquo;Proriv!&amp;rsquo; Yulia Jukova, vice-speaker of the Youth Parliament Olga Ievleva and dozens of activists got physical injuries. The police didn&amp;rsquo;t take measures to arrest instigators. The incident resulted in prohibition of holding the political event which is guaranteed by the Constitution.

Commenting on this, the chairman of the Democratic Party &amp;lsquo;Proriv!&amp;rsquo; Dmitriy Soin said: &amp;lsquo;Unfortunately today the democracy in Transnistria was &amp;nbsp;given up for lost. But no one will call our republic democratic state governed by the rule of law. The event was devoted to the estimate of political and social situation in Transnistria and campaign of lie and calumny towards Dmitriy Soin and the IYC-PDP &amp;lsquo;Proriv!&amp;rsquo;.

It is well known that the slanderous campaign is held by official mass-media, the Ministry of Secret Service and the pro-Smirnov public organization &amp;lsquo;People&amp;rsquo;s union&amp;rsquo;. The first vice-chairman&amp;nbsp; of the party, close friend of the deputy Dmitriy Soin Alexandr Gorelovskiy was first to speak in the press-conference. He said Dmitriy Soin had been fighter for maintenance of the USSR and then for independence of Transnistria. From the very beginning of his activity he was persecuted by the government of Moldova &amp;ndash; he was arrested, tortured but he succeeded to escape and continued his fight. Dmitriy Soin was the participant of battles, served in the Ministry of Secret Service. He was decorated with medals and orders, other awards. Now Dmitriy Soin is going in for politics, he is deputy of the Supreme Counsil and patriot of Transnistria and Russia.

When Dmitriy Soin took the floor he keenly criticized the activity of the government of Transnistria as well as an unprecedented informational campaign in state mass-media of the republic. He characterized this campaign as a &amp;lsquo;persecution&amp;rsquo; and &amp;lsquo;hysteria&amp;rsquo; resembling the &amp;lsquo;Goebbel&amp;rsquo;s propaganda&amp;rsquo; which is peculiar to totalitarian regimes. After this shameful event Dmitriy Soin took the matter to court, opposing to the president&amp;rsquo;s decree. But the session was held and the judgment was delivered in his absence as he received the notice of appointment some days later. All the complaints were not honored and Dmitriy Soin came to the conclusion that independent judicial authority didn&amp;rsquo;t exist in Transnistria.

Dmitriy Soin is being regularly blamed for a luxurious lifestyle that is why while answering journalists&amp;rsquo; questions he showed documents on his one-storey house, explained that he had been paid the credit for his car for 2 years. He also mentioned that the equipment of his press had been made in 70-80-s.

While speaking about the incident on October 24, 1994 Dmitriy Soin noted that he really had used the arms and had shot at a man who had attacked his colleague and him threatening officers by mortal danger. &amp;nbsp;The action was brought against him but then the case was dismissed because it was solved Dmitriy Soin had been entitled to do it as an officer being menaced by a criminal. And now some people are addressing the Prosecutor General&amp;rsquo;s office with a demand to review the judgment. Dmitriy Soin has fulfilled his official duties for long years, has been decorated by awards and medals, but as far as he announced his course for changes he became persecuted.

&amp;lsquo;But the oppositional thinking is not the reason to start hysteria and political persecutions&amp;rsquo;, - Dmitriy Soin said. Furthermore the deputy and the leader of the Democratic Party &amp;lsquo;Proriv!&amp;rsquo; expressed his apprehensions about life of his relatives and his own fate. He insisted that he had already obtained some references on the threat of force. And he officially announced that in the case of the accident all the responsibility would rest with the incumbent president Igor Smirnov and his team.

If the persecution continues the next press-conference will be held in Russia. In addition to this, all letters and applications will be put in Russian bodies and authorities: public Prosecutor&amp;rsquo;s office, committee of inquiry and courts.</yandex:full-text>
